Adopted 11/1/07 8:30 pm CAPE ANN BOY’S YOUTH BASKETBALL LEAGUE 1. Games will be played with 16 minute halves. 2. 3 time outs allowed per game. 1 additional time out per overtime. 3. Games will not end in a tie. Overtime (s) will be 3 minutes long. 4. Players will shoot a one-and-one foul shot on the opposing team's seventh foul in a half. Two shots will be allowed on the tenth foul. New for 2005-06: There will be no fouls shots on team control fouls as well as player control fouls 5. Players will foul out of the game on the fifth personal foul. It is important to know that technical fouls count as personal fouls. 6. 3 point shots are allowed on grade levels 6, 7 & 8 if the playing floor is marked. 7. Home and Visitor teams are required to provide personnel for time keeping and scoring. Town Coordinators are to make their Scorer and Timekeeper aware that they are part of the game officials crew, and therefore should not be challenging the officials calls at any point in the game, and should not be acting as ‘over zealous fans’ while at the scorer’s table. 8. BOTH THE WINNING AND LOSING TEAMS MUST ENTER THE SCORES AFTER EACH GAMES ON THE WEB SITE: 9. An 8 minute minimum playing time rule per player per game is in effect for all teams that arrive a game with 10 or more players. Issues/problems should not be dealt with between coaches (after a game), but rather should be reported to your town’s Cape Ann Director. ANY TEAM THAT ARRIVES WITH LESS THAN 10 PLAYERS SHALL BE SUBJECT TO THE FOLLOWING PLAYING RULES:
10. Pressing will not be allowed with a lead over 10 points for the 5th and 6th grade and 15 for grades 7 and 8. 11. Two patch officials will be required for all games. A referee pool has been established and all Cape Ann teams are required to participate. Jack Gabriel from Pentucket is the Cape Ann Referee Coordinator. Each Cape Ann town will pay $100 for the season for this critical coordinator function. Home teams will pay each referee $35.00 on game day. Each Cape Ann League Town will pay $200 for the season to the League Website administrator for this critical function. Checks go to:
12. Coaches and Town Coordinators are responsible to see that their team meets all eligibility requirements. Coaches or Town Coordinators will be required to send rosters in Excel to Commissioner or the the Team Manager by 12/31/2007. Rules that will be followed with this form are: a. September 1st shall be the determining date for the age of players (start of school). Players can not turn 13, 14, and 15 before this date and play on a 6th grade, 7th grade, and 8th grade team, respectively. Eligible player ages by grade for the current playing season are: 5th Grade – 12 on or after 9/1/2007 6th grade 13 on or after 9/1/2007 7th grade 14 on or after 9/1/2007 8th grade 15 on or after 9/1/2007 Each league coordinator is required to obtain copies of player birth certificates (BC). Each coordinator should hold onto the BC. If an opposing coach questions a player’s age, his coordinator should contact the league commissioner who in turn will request the player’s BC from the player’s league coordinator. b. Teams can only draw and roster players that live or reside in the team's respective high school district or attend the respective high school district. Players that live in the high school district but attend another school outside the district are eligible to play. Choice students that live outside the district but do attend a school in the high school district are allowed to play. A team in violation of rule 11a. or 11b. will forfeit all games up to that point in the season and the team will not be allowed to play in the post season tournament. The player will be removed from that team and the coach will be suspended for one game. c. Teams must roster a minimum of 10 players for the season and are required to have a minimum of 10 players for each playoff game, or be subject to a forfeit. ALL REQUESTS AND CHANGES WILL BE SUBJECT TO REVIEW BY THE LEAGUE'S RULES AND ROSTER COMMITTEE. A player in 6th, 7th, or 8th grade will be required to play in a minimum 10 regular season games in order to be eligible for the playoffs. In 5th grade the requirement will be 8 games. Having a roster of less than 10 players for the playoffs is only allowed due to injury or other extenuating circumstances, and must be reviewed and approved first by the LEAGUE'S RULES AND ROSTER COMMITTEE. d. Before the completion of the current season ending 12/31, a team’s roster can be changed. After 12/31 all rosters are "frozen" and new players can not be added to a team's roster without the agreement of all team coordinators and the league commissioner. If a team’s roster falls below the minimum of 10 players after 12/31, players may be added after the approval of LEAGUE'S RULES AND ROSTER COMMITTEE. Whenever possible players that were initially “cut” should be added first. e. Players can "play up" at the next grade level but they will be required to play on just that team for both the regular season and Cape Ann Post Season Tournament. A player cannot play on more than one level or team. Players can not “play down” in grade even though they meet age requirements. If a rostered (8th grade) player makes his high school's basketball team, he may play for his (8th grade) youth traveling team provided his high school team does not have a practice nor a game on his (8th grade's) CAL’s team game day. Also, if a rostered (8th grade) player elects to play just on his high school's team during the regular season, this player will be allowed to resume play on his (8th grade) youth team once the high school season is over. ANY REQUESTS FOR CHANGES OR VARIATIONS WILL BE SUBJECT TO REVIEW BY THE LEAGUE'S RULES AND ROSTER COMMITTEE. f. The 16 current towns in the CAL are expected to enter a team in the CAL league BEFORE entering other travel leagues. A team cannot participate in the ‘Eastern League’ without first having teams in all grades represented in the CAL. g. The following ‘Charter Members’ are expected to field an ‘A’ level team in the CAL: Amesbury, Newburyport, Pentucket, Triton, Ham-Wen, Ipswich, Lynnfield, Masconomet, Manchester-Essex, Marblehead and North Reading. The following members are expected to enter teams at each grade level that are ‘split evenly’ with the other team in their town of the same grade: Beverly, Danvers (can also put in A teams depending on talent level), North Andover. The following town is expected to enter their ‘B’ team: Peabody. The following town will enter an ‘A’ team until such time that they have the necessary facilities to enter a ‘split evenly’ team: Gloucester. h. Each town should have a roster whereby the players are playing travel basketball in the CAL only The CAL should be their primary place of play. i. In special circumstances, Directors may vote and agree to alter the above requirements prior to the season beginning 13. Game results for each grade will be input into the League Web site by the winning coach or the Town Coordinator. This should be done by the following Tuesday, 5:00pm, after each weekends’ games. 14. When teams finish their regular season tied, the following tie-breaking rules will determine tournament seeding: a. Head to Head records b. Flip of a coin by the league commissioner. 15. All regular season teams are required to play in their respective grade's Cape Ann Post Season Tournament. a. For the 2006 – 07 season, the League standings will be kept on a ‘1st through 16th place’ basis in all grades. b. The Playoffs will be a ‘double-elimination’ format until the final 4, which will be a single elimination format. c. The playoffs will be held at Hamilton-Wenham with an expected fee of $250 per team.
i. ONLY the Head Coach of a team is allowed to stand. Assistant coaches may only stand with the team to cheer a good play, but then return to their seat. The Assistants may also stand during timeouts. ii. The Head Coach should remain in the “Coaches Box” during the game while standing. This is a 6 foot long area in front of their teams’ bench. The Head Coach should be the only coach calling a timeout from the bench. The Head Coach should only approach the scorer’s table to inquire about a correctable error and requesting a conference with the referees. iii. Assistant Coaches should not have contact with scoring, clock personnel or officials and should remain seated during the game. Each league coordinator will be responsible for handing out copies of the LEAGUE Code of Conduct to their respective coaches, players, and the fans. Each league coordinator should ask the officials to enforce these rules by giving the head coach one warning. If a second violation occurs then a bench technical will be called. The opposing coach will call in the violation to his team's league coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD. If any parent, adult or youth fan, or coach confronts a referee during or after a game, that person will be expelled from attending all remaining games for that season, home or away. SEE ‘CODE of CONDUCT’. 17. If a coach or player is ejected from a game there will be a one game suspension. The opposing coach will call in the violation to his team's Town Coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD. 18. For the 5th Grade Program, man-to-man defense is required. Also: A. Man-to-man pressing only allowed during last 2 minutes of each game. B. No 3pt shooting allowed C. 5th Grade – players that turn 12 years of age after 9/1/2005 are eligible to play D. Man to Man Defense means to keep within 3 to 4 feet of your man on strong side. No double-teaming will take place. Weak side defenders may put one (1) foot in the lane. Two feet in the lane on weak side or double-teaming is a violation which results in a warning. Technical fouls may be awarded by the referee after the second warning. E. 5th grade will play a 3 minute OT period if necessary. Pressing is allowed only in the last 2 minutes of any OT period F. Man-to-man defense does allow for ‘help-side’ defensive concepts to be employed. The intention is to discourage teams on the offensive side from isolating one strong player on one side of the court and going 'one on one' for the entire game or at least for an extended number of times. The rule: No zones are allowed at the 5th grade level. In the frontcourt, between the 3 point arc and the timeline, 'help' defense is not allowed. This means there is no trapping or double teaming. (However , If the offensive team sends the other 4 players to the farthest 4 corners of the court, the defensive players will NOT be expected to stay within 3 to 4 feet of their man, EVEN OUTSIDE the 3 pt. arc.) In the area between the 3 point arc and the 'paint', help defense is allowed, but it must be ‘help & recover’ or ‘switching’ defense, so one offensive player is guarded by only one defensive player. This means that a double team or a 'trap' would not be allowed in this area. Inside the paint there is no restriction. The feeling here is that inside the paint there is so much traffic that it is too difficult for a referee to manage the type of defense being played. The officials at the game site have the final responsibility for interpreting the violation. If there is no advantage being gained then the official in all likelihood may not call the violation. Each Town Coordinator is responsible for ensuring his 5th grade coach understands these guidelines. *** If any coach has an issue with the rule it is to be addressed with their TOWN COORDINATOR - NOT the referee or the league commissioner. or the other coach. G. 5th Graders are allowed to cross over the free throw line when shooting. (They must start behind the line) |
